CDM 2007 Co-ordinator Services

The Construction (Design and Management) Regulations 2007 served to consolidate existing legislation and shift the focus in the direction of planning and management of construction projects.

Under the Regulations, all those involved in the project life-cycle (Clients, Designers, CDM Co-ordinators, Principal Contractors and Contractors) are subject to clearly defi ned responsibilities.

The Regulations recognise that the Client holds the power to infl uence and control those engaged or appointed on a project and, therefore, the ultimate responsibility for the achievement of a safe project is in the hands of the Client.

It is important, therefore, that Clients appoint a competent CDM Co-ordinator as early as possible in a project to advice and assist them.

The objectives of this service are to:

  • Provide expert CDM Co-ordination advice.
  • Advise in the selection of competent Designers and Contractors.
  • Help identify the information required by Designers and Contractors.
  • Manage the arrangements for health and safety during all design phases.
  • Ensure that the HSE is notified of the project.
  • Determine the suitability of the initial Construction Phase Health and Safety Plan.
  • Prepare a Health and Safety File or integrate into the Operation and Maintenance Manuals.

The scope of services offered include:

  • Ensure adequate management arrangements are in place for the project.
  • Check the competence and resources of Designers.
  • Review of existing reports and surveys.
  • Site appraisal visits.
  • Attendance at Design Team Meetings.
  • Produce and update the ‘Design Hazard Management Register’ and ‘Workplace ‘In-Use’ Register’.
  • Prepare Pre-Construction Information for prospective Principal Contractors.
  • Check Contractor competence.
  • Advice on the suitability of the Principal Contractor’s Construction Phase Health and Safety Plan.
  • Attend Project Team Meetings throughout the construction phase.
  • Undertake Construction Site Compliance Reviews to assist the Client and Principal Contractor in complying with their duties.
